A saúde pública no Brasil: Desafios para a aplicação do Sistema Único de Saúde
Abstract
The Unified Health System (SUS) has its existential reason aimed at promoting the right to health for the Brazilian population in its entirety, representing a major social advance. With the creation of SUS, the debate on the financing of health policy by managers, and entities, intensified, as it considered the structure insufficient to meet the demand of the growing Brazilian population. Therefore, this article aims to analyze public health in Brazil from a critical historical perspective, based on the Constitution, amendments and ordinary laws that regulate SUS actions. In order to carry out the research, the deductive approach method was used, which has a reasoning prototype based on syllogism, as a method of procedure, the history was used where a historical-social analysis of the construction of the SUS and the elements fundamental to its legislation and the level of depth, this was constituted through a review of the bibliography, as well as a documentary analysis. Through the research it was found that public health, even with the lag in its services, plays a relevant role in assisting society, from disease prevention, basic assistance in family units to highly complex services. Despite investments in public health are not satisfactory and collaborate to disqualify services. Furthermore, it is understandable that EC No. 95 can be revoked, because, until the end of its application, it will have great impacts and the gap in the implemented public policies.
