Caused by persistent human papillomavirus (HPV) infection, and the second most common type in women, cervical cancer is one of the most common malignancies worldwide. Considered by the World Health Organization to be a sexually transmitted and preventable disease, the treatment loses its effectiveness in cases where the diagnosis is late, favoring morbidity and mortality in the affected population, a phenomenon that can be explained by the lack of follow-up and the cultural stigmas that still accompany the cytological examination. The objective is to analyze the health education actions developed by professional nurses regarding the prevention of cervical cancer from the perspective of health promotion policy. Thus, this is a qualitative study carried out in the municipality of Presidente Kennedy-ES with women registered in its Family Health Strategies (ESF) as participants. Data collection took place through semi-structured interviews and organization through content analysis according to Bardin. 11 nurses and 60 women registered in the health system and cared for by the city's ESFs were interviewed. It was possible to infer from the interviews a persistent low adherence of a contingent that still avoids preventive procedures due to lack of knowledge and cultural stigmas that prevent them from using the health system. It is concluded that the municipality seeks to work in accordance with health promotion policies, however, there is a need to expand discussions on the topic, with managers and health professionals.
